    • 700 applications  have been submitted for this fund
    • 90% of the applicants are for profit and  10% are non-profit ( neither c-3 or c-6 qualify for this fund)
    • Contractors DO NOT qualify as employees, so if your only staff members are contractors,  than you are a Self-Employed & Owner Operator business. You must have at least one employee to qualify for this  fund

    National Crisis Training Catalog and Schedule

    The U.S. Small Business Administration is offering two new virtual training courses to help you navigate the COVID-19 national crisis and provide you with strategies for identifying new contract opportunities, managing contract changes, managing cash flow in a crisis, managing remote teams, and growing your businesses in a down market in response to the COVID-19 global pandemic. Companies attending so far have found the information to be immediately applicable to managing their businesses, even if their business has not been significantly impacted by COVID-19.

    The new COVID-19 National Emergency training curriculum consists of the following two free live web-based courses:

     

    Course 1:  Responding to the Immediate Crisis - This ninety (90) minute course provides valuable information from industry experts about strategic risk management and communications, government resources and assistance available to small businesses during the national emergency, remote work effectiveness and information security, and discusses ways to mitigate contract performance risk.  As a small business firm, you will hear about how to strategically position your business for each phase of change you encounter now, and as you look 3, 6, and 9 months ahead.

     

    Course 2:  Staying Afloat Through a National Crisis - This 90 minute course provides valuable information from industry experts about cash flow management and cost-cutting strategies, planning effective human resource practices in response to the crisis (navigating staggered layoffs and corporate communication) business development in tough economic times, contingency contracting regulations, and lessons learned from previous budget sequestrations and government shutdowns.

    The U.S. Small Business Administration is offering two webinars brought to you by SBA’s Office of Business Development through the 7(j) Management and Technical Assistance Program’s 7(j) provider, Catalyst Center for Business and Entrepreneurship.  Please view the attached marketing flyers as Registration is required.  The registration links are referenced in the marketing flyers.  These trainings are for eligible small businesses Nationwide.

     

    The training curriculum consists of the following two webinars:

     

    1:  Buying, Building, and Selling (July 16) – This course will provide valuable information on challenges and strategies during this trying time; how to grow or exit during COVID-19; and,

         best practices for buying and selling a small business.

     

    2:  Cybersecurity Maturity Model Certification (CMMC) (July 23) – This course will provide valuable information on the latest security framework mandated by the Department of

         Defense (DOD) for contractors that sell into the DOD; the difference within current compliance requirements; what is needed to pass CMMC audits; and, what we anticipate changes to

    New Hampshire GAP Fund

    Applications for the New Hampshire General Assistance & Preservation (GAP) Fund will open on Tuesday, July 21, 2020, on the GOFERR and BFA websites

    The Governor has authorized the allocation and expenditure of $30M of CARES Act Coronavirus Relief Funds (“flex funds”) for the New Hampshire General Assistance & Preservation (GAP) Fund to provide emergency financial relief to New Hampshire businesses and nonprofit organizations impacted by the COVID-19 pandemic, but that have been unable to access support from other existing state and federal programs.

    Eligibility for the GAP Fund, include but are not limited to:

    For-Profit eligibility criteria:

    • Be a for-profit business
    • Have at least one (1) non-owner employee
    • Have its principal place of business in New Hampshire or conduct a significant portion of it operation in New Hampshire
    • Demonstrate that the business was fully operational prior to March 13, 2020
    • Not currently be in bankruptcy
    • Not have permanently ceased operations
    • Be in Good Standing with the New Hampshire Secretary of State
    • Demonstrate a quantifiable financial impact on their business due to the COVID-19 pandemic

    Not-for-Profit eligibility criteria:

    • Be a nonprofit organization that is not a 501c(3) or 501c(6)
    • Have its principal place of operations in New Hampshire
    • Administrative expenses due to COVID-19 that are in compliance with IRS rules and regulations for business expenses
    • Have a primary purpose that is not lobbying and/or legislative advocacy
    • Not currently be in bankruptcy
    • Not have permanently ceased operations
    • Be in Good Standing with the New Hampshire Secretary of State
    • Demonstrate a quantifiable financial impact on their business due to the COVID-19 pandemic

    Note: Receipts of Coronavirus Relief Funds from any other State program is not an automatic disqualification, however the amount of such assistance will be taken into consideration for eligibility and the amount of any award. Additionally, a business where the only employees are owners of the business are not eligible for grants under the GAP Fund as an alternative relief program was designed to address the need of these entities using CARES Act Coronavirus Relief Funds (“flex funds”).

    NH Governor Chris Sununu has authorized the allocation and expenditure of CARES Act Coronavirus Relief Funds (“flex funds”) to provide emergency financial relief to support New Hampshire self-employed, for-profit businesses due to the economic disruption caused by COVID-19.

    SELF Appeals

    If you believe that there was an error in the information you reported on your application which could have impacted the reason(s) you are not eligible for a SELF Grant, you may file an appeal by sending an e-mail to SELF@dra.nh.gov by August 7, 2020 at 11:59pm. Your appeal e-mail must contain the following:

    • A copy of your denial e-mail or letter
    • Explanation and documentation to substantiate your claim

    Appeals that are sent by any method other than by e-mail or that are not received by the deadline will not be considered. The New Hampshire Department of Revenue Administration (DRA) will review the information and documentation you submit to make a final eligibility determination. Please note: The DRA cannot consider appeals regarding any dollar amounts that you reported on your application. The State is unable to allow revisions to a business’s gross receipts or COVID-19-related grant and/or loan amounts so as to not jeopardize program integrity or any of the State’s CARES Act funding.

     

    Spoke with DRA representative on Friday and determination/eligibility emails went out on Friday and the rest are going out today.

     

    Starting to get calls on Friday about SELF Program.  The email notices that went out Friday, notified some that applications have been rejected because of mistakes made in the application.  The biggest mistake was in identifying whether or not the business was for profit or non-profit.  Many are telling me the question was tricky to answer and they thought the answered it correctly only to find out today that they did not.

     

    The options they have are:

     

    1.     File an appeal and provide documentation to support your correction. *Note* You will have until August 7th to submit an appeal.

    a.     Do this quickly and as soon as possible.  Do not wait...(This is my recommended course of action.)

    2.     Call the DRA Call Center, which is available at (603) 230-5000, Option 0, from 8:00 AM to 4:30 PM, Monday through Friday.

    3.     Contact their local State Representatives if they cannot file an appeal or get clear direction from the DRA.

    New England Housing Forum

    The COVID-19 pandemic has presented the housing sector with unprecedented challenges. With a focus on New England, this forum seeks to highlight these challenges and introduce mitigation strategies that may be deployed at the community and project level to protect residents and minimize displacement. With an eye towards homelessness prevention, the forum will discuss Federal, state, and local government resources available to support these strategies.

    FEMA Frequently Asked Questions about Duplication of Benefits

    Federal funds generally cannot be used to pay for the exact same cost or activity already paid for from another source of funding. This is sometimes referred to as a prohibition on duplication of benefits (DOB), or “double-dipping.” Entities using multiple federal funding sources should be aware of the different authorities and program requirements for each funding source, being careful to avoid DOB in instances where they are paying for similar costs or activities from multiple sources.

     

    USDA Rural Development–Multifamily Stakeholder Frequently Asked Questions

    Multifamily Housing Partners,

    As some key deadlines in the CARES Act are approaching, USDA-RD wanted to provide a few updated questions and answers to clarify how Rural Development Multifamily Housing programs will be impacted by the expiration of certain CARES Act provisions.

    Q1: The CARES Act prohibited late fees and evictions for USDA’s Multifamily Housing tenants for 120 days, expiring July 25. What happens now?

     

    A: The CARES Act was enacted on March 27, 2020 and contained a prohibition on both nonpayment evictions and late fees for 120 days. This prohibition applies to all Rural Development MFH programs, including Section 514, Section 515 and Section 538 loans, as well as Multifamily voucher holders.

    This prohibition on late fees remains in place for the period covered by the CARES Act, meaning that if a resident has unpaid rent on August 1, retroactive late fees may not be assessed. Late fees may only be charged going forward. We encourage MFH owners and agents to work with tenants wherever possible to assist them in maintaining housing, including processing interim certifications if possible or arranging payment plans for past-due balances.

    In addition, while the national prohibition on nonpayment evictions will lift July 25, many state and local governments have ongoing restrictions. Owners and agents must closely follow any applicable local guidance in this matter.

    As a reminder, properties under a forbearance/deferral agreement are prohibited from nonpayment evictions through the life of the deferral. For example, if a property requests a deferral for June, July, and August, no nonpayment evictions would be permitted until September 1.

     

    Q2: Is USDA still accepting deferral requests in USDA’s Multifamily Housing Programs?

     

    A: The 2020 CARES Act allows Multifamily borrowers experiencing a financial hardship related to COVID–19 to request forbearance for up to 90 days. Guidance on how to request this forbearance/deferral was distributed on April 2, 2020, and we encourage you to contact your Servicing Official with questions.

    MFH has processed over 4,000 deferral requests for its 514 and 515 programs.

    Forbearance/deferral requests are still being accepted for properties experiencing financial hardship due to COVID-19 that have not yet requested a forbearance. Requests will be accepted as long as the National Emergency is in place or through December 31, 2020. As a condition of a deferral, owners and management agents must not evict tenants for nonpayment of rent through the deferral period.

     

    Q3: How can USDA Multifamily Housing owners and management agents assist tenants who experience an ongoing reduction in income due to COVID-19?

     

    A: For tenants receiving Rental Assistance, an interim recertification should be completed as quickly as possible for any changes in monthly income. Tenants who completed a previous interim recertification may need to complete a second interim certification, for example if their unemployment benefits change or if a partial layoff becomes permanent. We encourage agents to be accurate but flexible, including receiving information by phone or email, and making accommodations when income changes can’t be verified due to business closures.

    Given the high number of potential zero-income certifications, we have suspended Handbook 2-3560 Attachment 6-B used to verify living expenses for zero income interim recertifications. Tenants who have been laid off due to COVID-19 do not qualify for income annualization as mentioned in Handbook 2-3560 Chapter 6 Section 6.9 (4), as this emergency is not a seasonal or predictable layoff. Rent should be calculated based on current income.
