    The U.S. Small Business Administration released an updated Paycheck Protection Program Report with data through May 16 from the second round of PPP funding provided in the Paycheck Protection Program and Health Care Enhancement Act. The latest data available shows that more than $135 billion in PPP funds still available for small businesses and non-profits impacted by the COVID-19 pandemic and is available to businesses of all sizes.

    The $52.7 million grant, previously announced by Maine’s Congressional Delegation, has been received and will help expand State and rural hospital lab capacity and testing sites across Maine in the coming weeks and months

    Governor Janet Mills announced today that the State of Maine has now received $52.7 million in Federal grant funding from the U.S. Centers for Disease Control and Prevention (U.S. CDC) to bolster epidemiological and laboratory capacity to respond to infectious diseases, particularly COVID-19. The State will use this funding to enhance its ability to prevent, detect, and mitigate the spread of COVID-19 in Maine by expanding lab capacity and testing sites across Maine in the coming weeks and months.

    “I am grateful to Maine’s Congressional Delegation for their advocacy on behalf of our state and people,” said Governor Janet Mills. “As a result of this funding, the State will expand our lab’s capacity, work with rural hospitals to enhance their testing capabilities, and stand up drive-through testing sites across Maine. This work is still in the initial stages and will take time over the coming weeks and months, but it would not be possible without the partnership of the Congressional Delegation.”

    “We applaud Governor Mills for her Administration’s good work to expand testing and lab capacity in Maine,” said U.S. Senators Susan Collins and Angus King and U.S. Representatives Chellie Pingree and Jared Golden. “Expanding this capacity will not only help protect Mainers’ health during this public health crisis, but also help safely reopen our communities. This $52.7 million federal investment will provide a substantial boost to Maine’s efforts to ramp up testing and help give our communities confidence as we work together to chart the path ahead for our state. We look forward to continuing our partnership with the Governor moving forward.”

    Governor Mills outlined the State’s three primary goals for the $52.7 million investment, including:

    1. Expanding the State’s Lab Capacity: The State is aiming to expand, both in the short-and longer-term, capacity at the State’s Health and Environmental Testing Laboratory (HETL), including expanding physical space and increasing staffing to increase the number of testing options. In the longer-term, the State intends to accelerate the construction of its new laboratory in Augusta, which broke ground prior to COVID-19. Investing in a state-of-the-art laboratory facility in Maine will facilitate COVID-19 response, innovation, and public health generally.
    2. Bolstering Rural Hospital Lab Capacity: COVID-19 has underscored the long-standing challenges rural residents face in accessing timely health care. Building on the Mills Administration’s initiative on rural health transformation, the Maine Center for Disease Control and Prevention (Maine CDC) will work with rural hospitals to expand laboratory capacity to help them respond to COVID-19 and other infectious disease outbreaks.
    3. Establishing Drive-Through Testing Sites: As the State lab ramps up testing capacity, the State of Maine also aims to increase the number of testing sites outside of health care office settings. Currently, Maine has 38 testing sites outside of office settings. The State is exploring options to partner with businesses and others to establish new so-called drive-through “swab and send” sites in Maine. This would allow primary care providers to recommend patients get testing in sites that are both accessible and safe.>

    The Department of Health and Human Services (DHHS) and the Maine CDC are in the initial planning stages and will unveil more detailed plans in the coming weeks. This funding builds on the Mills Administration’s partnership with IDEXX to expand testing in Maine and allowing for the elimination of the testing prioritization system so that health care providers can recommend testing for anyone they suspect of having COVID-19. As announced earlier this week, clinicians may now order tests for symptomatic people and people without symptoms who may be at risk for transmitting COVID-19 to others.

    An Update For Our Community

    FRAUD ALERT!

    Community banks are reporting that fraudsters, posing as bank representatives, are contacting customers via phone, email and text trying to get them to provide debit card data and other personal information. In another case, loan customers received postcards urging them to call the bank to discuss “an important matter regarding the loan”- this is also a scam.

    If you are ever unsure about who you are being contacted by or talking to, DO hang up the phone or ignore responding to emails and texts. Instead, DO only use the contact information on your banks website, debit cards, other known bank communications to contact your bank. Do not be fooled or bullied into giving out your personal information.

    Supporting Chambers of Commerce Support Local Business and Community

    Reopening and recovery is a welcome opportunity to begin a ‘new normal’ in our personal and professional lives while following thoughtful guidelines put in place to keep us safe and healthy.

    Even with these guidelines, we continue to navigate uncharted waters, as businesses are forced to make difficult choices on when, how and where to deliver services and meet the needs of their customers- and customers are making difficult choices of how and where to support local businesses.

    The one constant that is always there for businesses to rely upon in times of need are Chambers of Commerce in the Seacoast: the Exeter Area Chamber of Commerce, Greater Dover Chamber of Commerce, Greater Rochester Chamber of Commerce, Hampton Area Chamber of Commerce, The Chamber Collaborative of Greater Portsmouth, and The Falls Chamber of Commerce.

    A Chamber of Commerce is a unique thing. Many people think we are funded by the towns and taxes. Not true. Many people think we are a marketing agency. Not true (although we do provide marketing services). We are customer service professionals, whose mission is to support business and build community by serving our members, residents and visitors to our communities.

    We have been and will continue to be a dependable lifeline for local businesses fighting to keep their doors open. We have developed essential resources for businesses and community members, offered programming and provided opportunities to meet with key stakeholders, and have advocated on the state and national level to ensure businesses have the resources they need through the CARES Act.

    While Chambers are front and center serving our communities through this crisis and assisting our local businesses, we have been left out of federal funding programs through the CARES Act. Other nonprofits are eligible, but Chambers of Commerce are registered with the IRS as 501(c)(6) groups — and are deemed ineligible.

    This puts us in a precarious position. Like many businesses, we want to meet the needs of our customers, but are forced to make difficult decisions. While providing critical support to our communities in the fight against COVID-19, we face business-threatening financial impacts of our own due to loss of membership revenue and canceled events that have cleared calendars and undermined critical sources of income — essentially leaving us without funding options or relief.

    Chambers across the Granite State are imploring New Hampshire’s state and congressional leaders to include chambers and other nonprofit 501(c)(6) organizations as they allocate federal stimulus dollars.

    Chambers are catalysts, conveners and champions for our members and the communities we proudly serve. We want to continue our missions supporting businesses and building community and need your support.

    How can you support your local Chamber of Commerce?

    ● Reach out to the Governor’s Office for Economic Relief and Recovery https://www.goferr.nh.gov/ and ask them to allocate funding from the CARES Act support funding for Chambers of Commerce and 501c6 organizations.

    ● Become a Social Media Champion for your local Chamber of Commerce – like them, comment on their posts, share their content, and leave a review!

    ● Join, sponsor or donate to your local Chamber of Commerce (every little bit helps)!

    ● Encourage local businesses and organizations to join their Chamber of Commerce.

    When a business or community member reaches out- we want to be able to answer the call.

    Your support will ensure that- together- we can keep the communities in the Seacoast and across the Granite State a great place to live, work and play.

    Dear Chamber Partners and Business Leaders,


    As we honor the courageous sacrifice of our fallen American heroes this Memorial Day weekend, we wanted to take a moment to thank you from Eversource for your continued partnership and leadership as we work together to serve the public through the pandemic.

     

    With states beginning the phased reopening of businesses and public places, we remain focused at Eversource on safeguarding health and preventing the spread of COVID-19 while also ensuring reliable service for our customers. Throughout the pandemic, our field employees have responded to storms, supported facilities critical to our region’s collective emergency response, and continued work essential to maintaining reliability. At the same time, our remote employees have settled in and are working productively.

     

    Please be assured that we’re prepared to continue current work methods and safety protocols for an extended period of time to serve the public and ensure that all of our customers, communities and businesses have the power they need to continue persevering through these challenging times.

    The form and instructions inform borrowers how to apply for forgiveness of their PPP loans, consistent with the Coronavirus Aid, Relief, and Economic Security Act (CARES Act).  SBA will also soon issue regulations and guidance to further assist borrowers as they complete their applications, and to provide lenders with guidance on their responsibilities.

    The form and instructions include several measures to reduce compliance burdens and simplify the process for borrowers, including:

    • Options for borrowers to calculate payroll costs using an “alternative payroll covered period” that aligns with borrowers’ regular payroll cycles
    • Flexibility to include eligible payroll and non-payroll expenses paid or incurred during the eight-week period after receiving their PPP loan
    • Step-by-step instructions on how to perform the calculations required by the CARES Act to confirm eligibility for loan forgiveness
    • Borrower-friendly implementation of statutory exemptions from loan forgiveness reduction based on rehiring by June 30
    • Addition of a new exemption from the loan forgiveness reduction for borrowers who have made a good-faith, written offer to rehire workers that was declined

    The PPP was created by the CARES Act to provide forgivable loans to eligible small businesses to keep American workers on the payroll during the COVID-19 pandemic.  The documents released today will help small businesses seek forgiveness at the conclusion of the eight-week covered period, which begins with the disbursement of their loans.
